4月に入学した中1にとって、楽しみにしていることの１つが部活です。

体験入部の期間の最終日、ようやく待ちに待った部活への入部受付がはじまりました。

午後はまず「自治体国際化協会」のＮＹ事務所におじゃましました。明日のプレゼンに備え、練習する場所を提供してくださったり、今回の傍聴にアテンドしてくださったりしています。全国の自治体から広島、松江など１２の自治体から職員が派遣されているとのことでした。訪問するとプレゼンできるように部屋が整えてあったり、お水を準備してくださるなど、日本の「おもてなし」の感じるひと時でした。またプレゼンの練習では質疑応答の練習に協力してくださったり、温かいコメントを頂くなど、明日に備えて自信につながる時間となりました。

夜は国連日本政府代表部主催のレセプションに参加しました。岸信介外務副大臣、アンゲラ・ケイン国連軍縮部上級代表、ローマンモレー第3準備委員会議長、松井広島市長、田上長崎市長、小溝広島平和文化センター理事長など、政府や市の代表の方々の前で、本校高３の今井さんが代表で高校生の思いをお伝えするスピーチをしました。とても熱心に聞いてくださり、若い世代への期待感が伝わってきました。また、レセプションでは、各国の政府の方などに、四苦八苦しながらも英語で単独で積極的に話しかける生徒の姿が頼もしく見えました。

最後は、国連プラザビルの1階で記念撮影を撮りました。

いよいよ今日からＮＰＴ再検討会議第3準備委員会が開催されます。私たちはあらかじめ傍聴の登録をしていましたが、席を確保するには普通に並ばなくてはいけません。朝7時半に会場に一番乗りしました！ＮＹの朝は気温が10度程度でまだ寒いと感じる朝でしたが、やがて国連本部に各国の国旗が揚がると一様に興奮していました。

10時、ロマン・モレイ議長の開会宣言により会議が始まりました。今日は午前中のみの傍聴でしたが、インドネシア、マーシャル諸島、日本などの外務大臣や副大臣が各国の状況やＮＰＴに対する提言等に関するスピーチを聞きました。なかでもマーシャル諸島は繰り返し核兵器の実験が実施されてきたところであり、それを体験してきた（そして実際に閃光を見たことがある）外務大臣が「実験を含め、こんな非人道的なものはどのような状況であっても使用されてはならない。また平和利用に関しても近年の様々な事故から安全保障が十分とは言えない」と語り、会場は拍手喝采でした。（他の国のスピーチに対しては拍手はありませんでした。）

午後はＮＹの超名門公立高校であるスタイベサント高校を訪問。日本語を履修している約100人が出迎えてくれました。広島市長のあいさつに続き、本校生徒が広島の原爆に関する概要を、沖縄尚学の生徒が沖縄の思いと核兵器廃絶署名活動の意義の関連性をプレゼンテーションで発表しました。スタイベサントは入試の合格率が３％という全米屈指のレベルの高い学校です。「どんな質問が出るのだろう」と訪問前から戦々恐々だった日本人生徒の予測どおり、考えたこともないような質問がいくつか出ました。あらゆる角度からの勉強がまだまだ必要と感じたようですが、「私たちも署名活動に協力したい。どうすればいい？」と交流会終了後に申し出る生徒もいて、とても心強く、そして署名活動はこのように支えられていくのだと実感しました。ほとんどの生徒が署名もしてくれました。

New York Report (2)

The third session of the Preparatory Committee (PrepCom) for the Nuclear Non-Proliferation Treaty (NPT) Review Conference opened from today.  Although we had already registered our attendance, we had to queue to get our seats.  We were the first to arrive.  The morning air in NY was fresh and cold at around 10 degrees centigrade.  We were very excited when we saw UN member’s national flags were hoisted at the UN Headquarter.

At 10am, Enrique Roman-Morey, a chairman opened the conference.  Though we only attended the morning session, we hear speeches of foreign ministers and vice ministers in Indonesia, the Marshall Islands and Japan about their current state and recommendations to NPT.  Especially, a speech made by the Foreign Minister of the Marshall Island was notable.  The Marshall Islands was a Pacific nation that has suffered from damages caused by nuclear tests performed by the United States from 1946 to 1958, and the Foreign Minister who actually experienced them (and had seen the flash lights) said, “Including experiments, such inhumane things should never be used under any circumstances.  Considering numerous accidents in recent years, even a peaceful utilization does not suffice the security.”  His speech was received a great applause from the audience while other speeches had no applause.

In the afternoon, we visited Stuyvesant High School, the prestigious state school.  100 students who took Japanese classes met and welcomed us.  Following the greeting speech from the Hiroshima Mayor, Jogakuin student made a presentation on A-bomb of Hiroshima and Okinawa Shogaku student made a presentation on thoughts of Okinawa and its connection to the significance in signature collecting activity for nuclear abolition.  Stuyvesant is one of the top level high schools in US with 3% pass rate.  We feared what sort of questions they would ask us and just as we guessed, their questions were very sharp and unpredictable.  They felt the necessity to study deeper in every aspect, however, they were also encouraged that after their meeting, there were students who wished to join the signature collecting activities.  We realized this was how our signature collecting activities were supported.  Most students in the meeting signed for the petition.

Ms Imai of Jogakuin left Stuyvesant during the presentation to meet Secretary General of the United Nations with Hiroshima Mayor.  Please read a report in paper for how it went.

今展示されているのは、旧高１（現高２）美術選択生徒による「似顔絵」です。

どれが誰なのか、わかりますか？

本校では6年前より、盈進高等学校（福山市）、沖縄尚学高等学校とともに「核廃絶！ヒロシマ中高生による署名キャンペーン」を展開しており、主に街頭署名によって毎年４～５万筆の署名を集めています。この署名は毎年、広島市長を通じて、国連に渡っています。

これまでの活動が平和首長会議(Mayors for Peace)に評価され、この度、広島市長がＮＰＴ（核不拡散条約）再検討会議第3準備委員会に参加される市長に帯同して、高校生８人がニューヨークに派遣されました。本校、盈進、沖縄尚学、修道より二人ずつです。この8人は外務省の「ユース非核特使」の委嘱を受けています。　

27日から開始される会議を国連本部の本会議場で傍聴するほか、国連事務総長や軍縮部の上級代表にお会いしたり、平和首長会議のユースフォーラムでプレゼンテーションをしたり、地元の高校などを訪問して、交流会を持つなどします。なかなか得難い機会を与えられ、参加生徒は緊張しつつも、様々な学びや出会いに大きな期待感も抱いています。

本日は13時間に及ぶフライトの後、夕方、マンハッタンに到着しました。多少疲れていますが、全員元気で、ホテル近くのグランドセントラル駅を見に行ったり、夕食で四苦八苦しながらサンドイッチを　オーダーするなど、早速刺激的な時間を過ごしました。

明日から始まる国連での会議の様子など、お伝えできればと思います。また、今回は広島市が初めて高校生を派遣するということもあり、ＮＨＫ，広島テレビ、中国新聞、朝日新聞が市長に同行取材をしています。

Hello, New York

Jogakuin has been working with Eshin High School (Fukuyama) and Okinawa Shogaku High School on a campaign called “Nuclear Abolition Now! Signature Drive by Junior and Senior High School Students” for 6 years.  They have been collecting 40 to 50 thousand  signatures mainly on a street every year.  They have sent these signatures to the UN every year by the Mayor of Hiroshima.

Their campaign had been recognized by Mayors for Peace and 8 high school students are sent to NY to accompany the mayor who was attending the third session of the Preparatory Committee (PrepCom) for the Nuclear Non-Proliferation Treaty (NPT) Review Conference.  Two students each from Jogakuin, Eishin, Okinawa Shogaku and Shudo were dispatched.  They have also been appointed “Youth Special Communicators for a World without Nuclear Weapons” by the Ministry of Foreign Affairs.

They will attend the upcoming third session of the Preparatory Committee (PrepCom) for the Nuclear Non-Proliferation Treaty (NPT) Review Conference, meet Secretary General of the UN and the top officials of UNODA, make a presentation at Mayors for Peace Youth Forum, and meet with American high school students.  They were a little nervous about these priceless opportunities but more than that they were positively looking forward to the opportunities for learning and encounter.   

After a 13-hour flight, we arrived at Manhattan in the evening.  Though tired, we were all fine and having exciting time going to see Grand Central Station near the hotel and ordering sandwiches for dinner with struggle.

We will report the conference at UN from tomorrow and other activities.  As they were the first high school students to be sent to an international conference by Hiroshima City, reporters from NHK, Hiroshima TV, Chugoku Shimbun, Asahi Shimbun were travelling with us.

今日は、すべての学年が遠足や研修合宿でした。写真は高３の一つのクラスが行った出雲大社。

　本日午後から、日曜日の人気番組RCC「元就」のロケが本校で行われました。アンガールズの山根さんが、女学院を訪れて、歴史や校風などを質問しながら校内を探索されました。生徒たちからは歓迎の悲鳴が聞こえ、休憩時間の廊下は騒然としていましたが、授業になるとちゃんと静かに。放送日はまだわかりませんが、また予告させていただきます。
